The Declaration of Conformity has a fixed format, in 8 points: the identification of the packaging that allows traceability, its description, the requirements against which conformity is declared, the standards used, the signature. That is all. Nowhere does it say "break the packaging down into components, with the weight of each".
The table of components is a voluntary extra of transparency. For many producers it is an advantage - it shows partners exactly what the packaging is made of. For others, it is the very recipe of the product: commercial information that has no place on a document that circulates.
The right choice is not "I hide the information" but "I choose what I publish". Internally - the packaging data sheet, the technical documentation, the archive - everything stays complete, available to the authorities on request. Externally, the document says exactly as much as you have chosen to say, without announcing that a more detailed version exists.
In Yvora, the choice is made with a switch when the declaration is issued: "publish the description and the table of components" (recommended - maximum transparency) or "publish the description only" (the strict minimum required by PPWR). Both options are fully compliant.
If you have no commercial reason to keep your packaging recipe private, publish everything: partners and authorities read transparency as a sign of mature compliance. If you do - use the short version with a clear conscience: it is exactly what the regulation requires.
